Defence Site Maribyrnong

Situated approximately 10km from the CBD the 127 hectare (approx) Defence Site Maribyrnong (former Maribyrnong Explosives Factory) is one of the largest urban infill redevelopment sites in Australia. Since 2001, Foresite Consultants, now known as BurnsBridge Sweett – Property and Development Services, has been the principal consultant responsible for developing and implementing strategies to enable the Department of Defence to optimally exit this unique property.

BurnsBridge Sweett – Property and Development Services has been responsible for delivering innovative strategic property advice, detailed risk assessments and financial appraisals together with management of a diverse range of best practice specialist site assessments.

Specifically, this complex site has involved management of diverse heritage assessments (built, European and indigenous archeological, natural and cultural), extensive environmental investigations (soil, groundwater, river sediment, geotechnical, EOW, UXO, hazardous materials), remediation options investigations, urban redevelopment options analysis/planning and community/stakeholder consultation programs.

BurnsBridge Sweett – Property and Development Services also has site management responsibility for the Defence Site Maribyrnong which involves establishing and managing programs for essential grounds maintenance, heritage building maintenance, services construction and maintenance, building (non heritage) demolition, OHS, fire safety and environmental management.

Woollen Mill, Warrnambool

This project is now under development and will result in the transformation of the Woollen Mill into a high quality residential and tourism location in central Warrnambool. BurnsBridge Sweett’s project services included undertaking a detailed feasibility study based on the development of various master plan options and management of the acquisition on behalf of the preferred developer.

Fortuna Defence Site, Bendigo

BurnsBridge Sweett – Property and Development Services is currently engaged by the Department of Defence as the project manager and contract administrator for the disposal of the Fortuna Defence Site, Bendigo.

Fortuna is a 7.5 hectare (approx) property in Golden Square, Bendigo. The primary building on the site is the Fortuna Villa, which is a Commonwealth heritage listed mansion of substantial size and varying architectural styles. There are also a number of Defence buildings and structures on the site, including two brick accommodation buildings, a former mess building, storage buildings, and a parade ground.

BurnsBridge Sweett’s key objective is to prepare a property disposal strategy that derives maximum commercial and community benefit, while addressing any community concerns.

BurnsBridge Sweett is currently managing an assessment of the site’s heritage value and will manage required restoration and remediation works as well as carrying out a comprehensive community consultation.

Ipswich town centre rejuvenation master plan, commercial appraisal, 2007-2008

BurnsBridge Sweett – Property and Development Services was engaged by Ipswich City Council to undertake a commercial and development feasibility appraisal of a range of development scenarios of Council-owned landholdings associated with the Ipswich City Council HQ precinct.

The landholding comprised a complete CBD block in Ipswich’s town centre. The objective of the consultancy was to determine the optimum planning and master plan concept and development strategies for Council’s headquarters accommodation and together with commercial development opportunities for the remaining precinct.

BurnsBridge Sweett carried out a detailed assessment of development and procurement options as well as detailed market appraisal and identification of the revitalisation potential of the land to realise both value-added returns to Council to secure Council’s accommodation requirements and long-term benefits to the Ipswich town centre.

New Royal Project, Hobart, commercial property appraisal, 2008

BurnsBridge Sweett – Property and Development Services was engaged by the Department of Health and Human Services (DHHS) in 2008 to undertake a commercial appraisal of the future use, disposal and development opportunities for the existing Royal Hobart Hospital (RHH) site and the development sites adjoining the proposed New Royal Hospital at the Macquarie Point Railyards site. The Tasmanian Government is currently developing a business case for considering the relocation and development of a new Royal Hobart Hospital.

The existing RHH site comprises a redevelopment site of approximately 2.3 hectares in Hobart’s CBD. The development sites adjoining the proposed New Royal Hospital comprise approximately 20,000 m2 of potential floor space to be developed.

BurnsBridge Sweett is preparing a preliminary scoping appraisal of opportunities which also include developing a property disposal strategy that derives maximum commercial and community benefit, while addressing any community concerns for the existing RHH site. BurnsBridge Sweett also assess possible property market impacts of the proposals and identify likely future market potential of the sites.

Ozanam and Bailey House precinct redevelopment Flemington, commercial appraisal, and financial feasibility assessment, 2008

BurnsBridge Sweett – Property and Development Services was engaged by St Vincent de Paul Aged Care and Community Services, to undertake a development feasibility study to determine options for the redevelopment of the Ozanam and Bailly House precinct which provide both accommodation for homeless men, youth services and other associated welfare services.

The Ozanam and Bailly House precinct is situated on the southern side of Flemington Road in North Melbourne and consists of five properties with a total site area of more than 7,000 m2.

BurnsBridge Sweett undertook a development feasibility analysis of five redevelopment options which included a financial analysis of the likely market returns from the residential development of surplus components of the sites that may be available to offset the development costs of the provision of new facilities by St Vincent De Paul.
